The Restaurant Association’s online Licence Controller Qualification course helps you build the knowledge needed to manage alcohol service responsibly and take the next step towards a Manager’s Certificate.
Restaurant Association members and their employees can complete the Licence Controller Qualification (LCQ) online, at a member-only price of $180 + GST per employee. The course is delivered through online video training modules, so learners can work through it around their shifts and business commitments.

What is the LCQ?
The Licence Controller Qualification, or LCQ, covers the alcohol law and host responsibility knowledge required when applying for a Manager’s Certificate in Aotearoa New Zealand. Completing the LCQ does not itself make someone a duty manager: the Manager’s Certificate is a separate application through the relevant licensing authority.
Successful learners achieve two NZQA unit standards:
- NZQA unit standard 4646 — Demonstrate knowledge of the Sale and Supply of Alcohol Act 2012 and its implications for licensed premises
- NZQA unit standard 16705 — Demonstrate knowledge of host responsibility requirements as a duty manager of licensed premises
Together, these make up the LCQ — a requirement for anyone applying for a Manager’s Certificate.
